He received a Bachelor’s degree in Mining Engineering from Middle East Technical University (METU) in 1987 and his master’s degree in Mining Operation from the same university in 1991. He started to work  as an underground shift engineer at Alpagut Dodurga Lignite Company of General Directorate of Turkish Coal Enterprise (TKİ), between 1987-2002 worked as shift engineer, mine engineer, open pit chief engineer accordingly. 2002 and 2003, he was Chief Engineer at TKI Kütahya Seyitömer Lignite Company, between 2003-2004, he served as TKI Çorum Eastern Anatolia Control Manager, and between 2004- 2010, he served as the Head of Operation Department at TKI General Directorate.

Between 2006 and 2010, he was a member of the Board of Directors of Coal Enterprises (KIAŞ), a subsidiary of TKI.

Dogan, who resigned from TKI in 2010, has been working as a Director and a member of the Board of Directors at a private mining company engaged in mineral exploration and operation since 2010.

Dogan, who has prepared, conducts and managed many underground and open pit mining projects in his working life,  and has more than 33 years of experience in mining and related legislation.

He is a member of the Chamber of Mining Engineers, the Miners Solidarity Association and YERMAM and is vice-president of the Mining Industry Employers Union.
