Mr. İbrahim Halil Kırşan was born in Gercüs, district of Batman, on 02 Oct. 1964. After his graduation as valedictorian from the department of Mining Engineering at 9 Eylul University, he has earned his master’s degree in Mining Engineering from Hacettepe University and completed Public Administration program of Public Administration Institute for Turkey and Middle East (PAITME). Mr. İbrahim Halil Kırşan started his career as a grantee of the General Directorate of MRE, and respectively held senior-level positions such as Head of Feasibility Studies Department and Deputy Director General of MRE. Between 1993-1995 he was on a temporary duty for 2.5 years at the General Directorate of Mining Affairs. Mr. İbrahim Halil Kırşan, who was later appointed as the advisor to the Minister, served as a General Manager and Board Member at Başkent Doğalgaz Dağıtım A.Ş. on 15 Jan. 2010, as a Vice President of Privatization Administration on 26 Nov. 2010 and as a General Manager and Board Member at Gayrimenkul, formerly known as Tekel, on 25 Sep. 2013. Mr. İbrahim Halil Kırşan who held senior-level positions of many companies and served as a senior administrative official during most of his 30 years of public service career, voluntarily decided to retire from his position as Vice President of Privazitation Agency on 18 Jul 2016 and pursued his career in a private sector. Mr. Halil İbrahim Kırşan is married and has 2 children.
Currently, Mr. İbrahim Halil Kırşan serves as a Head of Energy and Mining Group at Çiftay İnşaat ve Taahüt ve Ticaret A.Ş., member of National Resources and Reserves Reporting Committee (UMREK-NRRRC), President of Mining Assembly at the Union of Chambers and Commodity Exchanges of Turkey (TOBB), Vice President of Turkish Mining Development Foundation and, a Board Member and Vice President of Coal Producers Association (KÖMÜRDER).
